Here's how I do it:
1. Select the background layer.
2.Click Effects, then 'Noise'.
3.Click 'Render Monochromatic'.
It goes fuzzy, like a broken TV.
4. On the patterns box, select the pattern on the right of the blank one.
5. Select the colour you want your glitter BG to be.
6. Go over the fuzzy BG with a large brush. The BG should now be coloured glitter.
