Why do you want to adopt? He's so cute! I can't believe he's in the pound. I also love his accessories, and his dark fur makes him seem very regal.
Personality:
(Likes, dislikes, how they react to people, other rats, etc.) Rattigan believes that he rules over everyone and everything. He's rather narcissistic, but is best friends with
Sir Julien, who has a similar personality. In their minds he and Sir Julien rule the ratty world.
Quirks:
(Little things like "Enjoys sleeping on her back", "Loves hoarding candy wrappers", etc.) He likes shiny things and standing on his hind legs. He feels it empowers him over all other beings.
What do you plan on doing with your rat?
(Roleplay, Make art of, Hoard art of, etc.) I'd probably make him I character, and I always make and order art of my most beloved charries (he'd definitely be one of them

One day Rattigan was in his castle (a cage in the pound in which he shaped piles of woodchips to be thrones), when a strange fellow came into his throne room. He was a large rat with a white belly and face with a grey back. He had black markings over his muzzle and yellow eyes. His tail was white with black stripes, and weirdest of all he was walking upright and had a top hat and a wooden cane. He bowed before Rattigan.
That's a good sign, he thought,
He realizes my superiority. "And who are you?" asked Rattigan.
"I," the stranger began, "am Sir Julien. I have come to make a proposition."
Rattigan waited. When this Sir Julien did not continue, he prompted "Well? What are you offering me?"
Sir Julien leaned on his cane. "I see you have been given away by your owner."
Rattigan blushed. "I wasn't given away, I was just... well..."
"No need." Sir Julien said. "I know how you feel. My owner has sent me to ask you if you wanted a new home. She feels it is unfair that a great king like you should have no permanent home or friends."
The poor king thought. He was lonely, and he liked this Sir Julien. He seemed very high class. "I will come with you." he concluded. "Now where did you get that top hat?"
Sir Julien smiled. "Now where did you get that crown."
And that is the beginning of their friendship.
