Ah, I knew I forgot to type something in the front page..
The puppies can be used as characters, allowing the people that own the parents to use the puppies in a story and develop them. A month after they have the puppies, the owners can actually ask me to make fully developed Tracker Dogs out of them (the only exception for rule #4), which'll have a different backstory than normal Trackers. As normal Trackers all have the same backstory (made in a lab, trained, handed to someone).
