**Situations**

A user is continually harassing an artist/other mod/other user.
I believe after the first attempt at harrasment the user should be warned, if continued a ban should be issued.
A user tries to guilt trip the winner of a contest.
As to my previous answer this one is similar, a warning should be issued, the user is asked to review the rules, but the second it happens again a ban should be given.
A user asks for a custom.
I would ask the user if there was an event going on, or an artist that was giving out customs, if not, I would redirect them back to the rules, if begging continued I would issue a ban.
