I believe any website with an address in the US is at risk. I'm not sure if CS originates from a US server or not. However, even if CS is safe from being shut down directly by the US, the government can still cut ties with CS by ordering paypal, google, etc. to stop associating with CS. By cutting off PayPal and other online money-transferring methods from CS, Tess & Nick would no longer be able to sell C$ to pay for the server fee, and CS would still be a goner.
