Some bettas do quite well with other fish. Others will pick on anything that comes into its territory. However, since your betta is in a bowl, I (and probably the other people who will respond) will agree that it would be better not to put anything else in there.
Ideally, a betta should have a tank with a heater and filter, as they are tropical fish. However, I do understand the whole not-allowed-anything-large issue, as I've run into it before. My parents didn't get that I needed the five gallon for a betta.
He won't be stressed out with no friends, and would actually probably be happiest with his bowl to himself.

Make a mixture of 19 parts water to 1 part bleach. For hard stem plants soak them in it for 2-3 minutes, for soft stem plants(like moss) I only do it for 1 minute. Then soak in a good water conditioner. Prime is excellent for detoxifying the bleach.

You don't put the bleach in the water with the fish, you put the plants in a bucket with the water/bleach solution soak them for afew mins then tip the water out rince them then add declorinater to to the fresh water which will get rid of any excess bleach, then you can add them to the fish tank

You wouldn't be able to add anything else to the bowl as its stocking level is full maybe add some decorations for him to explore?

How many gallons is your tank? : 20
How many fish and what types are they? : none
How long has it been running? : 2 months
Did you cycle it? : it is still cycleing
If possible what are the ammonia nitrite and nitrate levels? : N/A
What is the issue or question? :
Am I able to safley clean it?
If I'm not answering, I'm probably at work. I usually get on in the late evening my time (listed timezone below)Pronouns are they/them and you can call me Starfalling, M, or Morgan. I'm in Pennsylvania which is on EST (CStime -4)I love trading, although I'm recently back from a long hiatus so I'm not fully up to date on demand. For any current event pets, I’ll only trade them away if I have a double, and I don't trade growing pets Real life got hectic and I somehow missed the whole month of May on here. Looking for all May pets, will keep WL updated as I goI use bold a lot because it's easier for me to read, since you can't change other people's font size and being zoomed in constantly is annoying I am a holibomber!

Thanks for the help! He does have a little japanese castle with fake plants on it. He can swim safely through it c; I try to play with him too (beads on strings, which he happily chases and jumps for, and mirrors).
Would some type of snail be okay? I think he might find it interesting.

Nar not really, snails make a lot of waste and being in a bowl it may try to escape
@starburst maybe use a scrubbing brush that hasn't been used with chemicals, I have those magnetic tank glass cleaners on my tanks (though all my tanks have BN Pleco so I don't really hav to worry about using them lol)

Really? I didn't think they made lots of waste. I'll keep that in mind for the future ^^
