It would be awesome if you could get some photos of her head from the side and also of her standing from the side.
Because body shape/size/type usually contains some of the most useful indicators. (:
But of course a good DNA test is usually the best way to find out!
From this photo she looks like she could have some Jack Russell Terrier!
I grew up with Beagles and from just the one photo, she does not look like she has any Beagle. She also does not look at all like she has Shepherd.

Agreed. She does not look like a beagle or shepherd puppy. Those markings are commonly (but not always) found in the Sennenhund breeds. She has fairly popular markings amongst the dog breeds such as the Bernese mountain dogs (
see here), Greater Swiss Mountain dogs (
see here) Appenzell Mountain Dog (
see here) and the Entlebucher Mountain Dogs (
see here).
The Entlebucher Mountain Dogs are the smallest of the Mountain dog family and also the rarest. She could also be a mix breed, so keep that in mind unless the shelter had clarrified it. If they had, then they, too, would know the breed.

I think she looks like some sort of Bernese Mountain dog mix. Heck, she might have Doberman, Rottweiler, Greyhound, maybe some kind of shepherd. Honestly, with her being so young, you won't have a good guess until probably around 1 year old unless you do a DNA test.
EDIT
Also, take her to the vet to get her registered. They will likely label her as a guess breed mix. My local vet would call her a Labrador mix (mostly due to the vast numbers of Lab and Lab mixes around here.).
