when did you get him? it's best to leave them alone for about a week to let them settle in first. it's fine if he doesn't eat for a week, be sure to weigh him and see if he loses weight dramatically after a prolong period of time.
if you had him more than a week or two, it may be because it's brumation season (don't think beardies as young as him can or should be in brumation), another reason may be it's too cold. hot spots should be around 100+ degrees F using a basking bulb and a uvb light.
