What should be done to Amur Leopard Poachers?
I think that they should be severely fined, or put in jail for a few months. Correct me if that is what they already do.
Some stuff you might want to know:

Between February 2002 and April 2003, six Amur leopard skins were confiscated; the remains of two Amur leopards shot by poachers were found in January 2004 and the remains of a young female shot by a poacher were found in April 2007. Factors that have led to relatively intensive poaching in the leopard’s range include:
Good accessibility.Forests in Southwest Primorye are relatively accessible, the area is more densely populated than most of the Russian Far East, and Russia is a hunting culture both for sport and for the pot. The two main cities of Primorski Krai - Vladivostok and Ussurisk - are only two or three hours drive away, and the leopard’s range holds some of the most popular hunting grounds for city residents.

Collective farming of deer and salmon was reduced, and fur-farming and cereal production were discontinued. China’s proximity.Chinese nationals illegally cross the border and strip the forests of wildlife and other non-timber-forest-products (NTFPs) such as the endangered medicinal plant ginseng. Chinese traders create a demand for illegally harvested wildlife and plants among Russians and Chinese alike.
