Don't know if they are available were you live, but filter vise JBL and Fluval I've heard good stuff(and I have a Fluval myself as well), but are not super expensive. Tank of that size can work with an internal filter(or two) only, which is lot cheaper than canister filter. Both JBL and Fluval internals have the option to put bio media in, which ups the bacteria surface. When you clean them, you also don't have the clean all of the media at once as the media is divided into different slots. Depending how you will stock the tank, you might want to go for tad bigger filter(or get 2) than the package says. But other vise Fluval U3 or JBL i100 is what I'd go for. Juwel also makes pretty good internal filters, but I'm not sure about the price. They are also relatively big, which on other hand is good, but they will also take space in the tank.
Out of heaters, honestly, I think 99% of fish people here have Jäger/Eheim heaters. XD Good, durable and can be put totally under water. You might need to adjust it little lower than your wanted water temperature though, since mine keeps the water nicely at 26C while being set only around 21,5C. Lights can also warm up the tank a bit if they sit directly above the tank, and if there's more than 1 bulb.
Lights depend weather or not you want to have live plants. If not, well any fluorescent bulb and type works, maybe lower power would be better to prevent some algae. Though if you do want plants, then I'd recommend either at least 2x18W, but if you can get 2xT5 bulbs that's even better. If you can just get one bulb lights, then go for T5 rather than T8. T5 are slimmer and more powerful than T8, even if the lenght is same. Light how ever, from my experience are not cheap(T5 is more expensive, but the bulbs last longer and more power so...). XP I'm currently looking for better lights to my tank and I'd need to get maybe 150 euros to get what I'd want new.
But key to cheap tank setting: buy stuff used.
