As long as they are producing the correct heat, then they should be fine. Be sure to test this before actually getting the dragon. Place the probe where your basking spot is, and monitor it for a a day or two. The only thing I've heard about All Living Things bulbs is that they burn out fast, so make sure you have 2 or so back ups ready for replacement of the burned out bulb.
My tiles came from Lowes or Home Depot. I can't remember, but both have similar prices. The price per tile will change depending on size an design. Most still stay under $1 per tile. I think it was about $10 to cover Izod's tank. Try to pick out textured titles, or at least avoid the really slick ones. My females tank has some amazing tiles that are a terracotta red with a very natural, rough texture.
Avoid the clay burrowing substrate. I've heard some bad things about it also causing impaction as well. Avoid all pet store brand loose substrates in my opinion. If you absolutely wish to have loose substrate, the least dangerous is washed regular play sand(not calci-sand or whatever other variant name pet stores try to sell). Washed play sand can still lead to impaction though. As I mentioned, I don't think loose substrates are worth the risk. Reptile carpet, tiles, or paper towels are the best options.
