So cute. :)
What do you do? Do you just tell her to get down, move her, etc.?
I say 'off' and, if she doesn't respond, I put her down. Every time she gets in trouble she hides behind me, so she's not scared of me. I take her for walks alot, too, so she can play with my friends' three chihuahuas. Well, two. The third one is 14 years old in human years and doesn't really like anyone.
Well... Do you allow her on the couch or bed EVER?

Ah, thats why... Since you let her she thinks she always can.. It is going to be a hard habbit to break.
If she is on her heat, i see why you are not allowing her up there... We fixed my dog for those reasons.... Try to just keep her in a specific area when she is having her heat. Luckly for smaller dogs its not as bad.

I personally have never met a dog who didn't work well with clickers, if you do it right. :)
(Not saying you did it wrong!) I honestly disagree with the part where you said since she is sometimes allowed on the couch she thinks she can do it all of the time. My dogs are all allowed on beds and couches, but know the 'off' command.
Is there a reason she isn't spayed? ^^;

Haha they work fine with her, just i dont like using them, but i suggest them ;)
Mine do too, but hers may not know the off command very well... I was laying a suggestion out there. But i would see why you disagree.

This is a good thing to do when she is not on her heat. :3 Clickers work very well, though with some dogs they do better without, like mine. xD
She knows she's not allowed on all the time, she just loves being with people because she's the biggest sook that ever lived and she follows me around EVERYWHERE. She was badly attacked by a Dobermann some 5 weeks ago, so that's alright.
You've inspired me. I've just taught her how to go up and down on my slide XD
