PLEASE HELP NEED OPINIONS- UNTEACHABLE

I'm really at a loss here.
My German shepherd husky puppy is 13 weeks old and I really don't know what to do.
Every time I pick her up, everytime she gets excited, everytime she gets scared, everytime she refuses, SHE.WILL.PEE. Sometimes dribbles, others just a line of pee shooting out especially when holding her.
On top of that, I have taught her to go to her doggy house when told. She knows.
Now all of a sudden when I talk to her and she will sit still and just look at me but as soon as the words "Go to your House" come out of my mouth she loses it. She will excessively run around in circles barking, not even barking, YIPPING, whining her heart out, jumping in the air, refusing to go. She knows what she's supposed to do and refuses. I'm not supposed to discipline her so what in the actual world am I supposed to do? She is UNTEACHABLE. She will not obey ANYTHING I tell her to do. It's ridiculous. Did I mention she is a whiner? Every time I look at her or in her prescience she will whine. It's not cute. I can't even play with her anymore due to her biting excessively and scratching my face and getting cuts all over my body. She will soil her bedding and honestly not care at alland in fact will even sleep with poop. I can't potty train her. It's been 4 weeks, she will hold in for about two hours while I'm outside waiting for her to go, as soon as I let her in, she will squat and pee. When she is on a leash she goes BONKERS and runs into everything doing the exact same thing when I tell her to go to her house. I have tried peed pads, taking her out every 30 minutes, ignore her when she subconsciously pees, I don't hit her, I hold her snout shut for a few seconds sternly saying no, I spend hours trying to train her, positive training only.
This dog is literally not even a dog I have never met a dog this crazy and ridiculously whiney and just in general absolutely ridiculous.
I don't want to rehome her she is my first puppy and I don't want to give up on her I just can't. But I can't be doing this anymore either.

Shes a baby, she doesnt have full control over her bladder yet and will have accidents. Choose a method and stick to it. Take her outside directly after eating, after playtime, and as soon as she wakes up from a nap. Pay attention to where she potties outside and take her back to that place, pick a cue like 'go potty' and use it everytime she potties. Throw a HUGE party with lots of treats, make pottying outside the best thing ever.

Give her time. Make training super duper fun and training sessions very short, about 2-3 minutes long. If a puppy isnt following direction its because thet dont know it, they arent being jerks. ;)

Cardinal has some very good advice!
It seems like you got a puppy that's a 10 on the energy scale... this can be very hard to train, especially for your first time.

Puppies pee when they get excited, they eventually grow out of it. With a high-energy dog you need to find something to excercise her with before training sessions so she can focus on learning. Running, playing ball, swimming... anything you can think of to drain her energy. This will help but it still won't be easy... it's like having an ADHD child, they can learn but you have to find the right method of teaching.

We had a poodle who was this crazy. He would jump on you and bite and whine CONSTANTLY at the top of lungs. Even when you looked at him. He calmed down a little and I began to train him at 4 months. He got hit by a car so I don't relly knwo when it slows down. My grandparents have 8 month poodle puppys now though and they just began to drop the jumping and biting behavior, yet still burst back into it sometimes.
Our poodle peed when he was scared or excited, but then again-puppys have bladder control issues.

I told my dog the phrase 'go potty' so he would concentrate on that. At first a did 10 minute training sessions with him and slowly lost the amount of treats he recieved.
