Who do I pay, exactly?

Who you pay depends on which artist is doing your order. You can send it before or after your MLC is finished, but the artist should not accept it until they have delivered your MLC. If your order has not been accepted, please wait, as most artists are busy and tend to accept orders in clusters, as in, they wait until they have finished all of their current orders before accepting new ones.
