Death City. I bet tourists love it.
Also, I think the note-leaver is Roxanne. What author would just throw away a character - a main one, at that? This is meta, of course, but meta can help figure out clues. She also just seems like the type of person who would have such handwriting.
I'm socially awkward and sometimes terse - don't mind me.

I'll reluctantly admit that I just put it through a Caesar shift solver to decipher it, lol. I actually figured out that there were only two keys that could have been used, but I only manually tried to solve it using one, which happened ti be the wrong one.
I wonder why Anya's hiding her identity, though.
