Based on other posts, I understood is as if you have a character that it's hard to get art of at regular art shops, you were allowed to ask for art since you would have trouble finding it on your own

As long as it is taken off thread, then asking for art of characters hard to find artists for is fine, but for something like the Kias, I don't think so. They aren't a particularly difficult species to find art for from what I've seen (with people getting a lot of art for these things) so we ask that it not be asked.
If you have a character that keeps being turned down by artists and such, then feel free to ask for art here, or ask people to suggest artists, as long as it is covered in PM. But make sure to say that you've tried yourself, or we may pull you up on it by mistake ^^
