Though know I won't/can't write a section for you or give you a complete character idea from scratch. x) I can give pointers/suggestions though.

@petrichor- very cute! If you're looking for smooth lines, try using smoothing. I know that Chibipaint, FA and SAI have smoothing, and I'm sure that a lot of other programs do as well.
