It would be like a collab; methinks; you're both credited; them for the art; and you for the concept.

the person who you paid to do it would be because they were the ones that made your idea come to life, and even if you were really descriptive with the design and etc. they still had to put in creativity to figure out how to make it into a char. That's my opinion

I personally think that both of you should be credited! I mean the original design is by you. I know the person with the art helped create it, too, but don't forget you had the orginal design in mind.

Depends. If it was off a basic description like a custom character, then they get the credit.
If you drew it out crudely, or described in detail about exactly how it would go, then you designed it and therefore get the credit. They just then made the art.
