I won't be redlining because I don't trust myself enough quite yet, but I can share a few tips. First, I suggest you start by sketching out the basic structure of the body. Correct me if I'm wrong, but it doesn't look like you've done that here. Sketch out the
entire body structure first, then go back and start shaping out the details.
Her head should be smaller and the cheek less round; I suggest Googling up some 3/4 views of faces and using them as references. Her torso, as others have pointed at, should be lengthened a bit. Also, don't outline each breast so explicitly (I can't think of a proper word to describe that, so "explicitly" will have to do). When wearing shirts, the cloth doesn't tightly fold over each individual breast; it's stretched across them.
Also, for the red dots--are you trying to do that sort of coloring where people add the pink "blush" to the joints and nose? (And they often add little white dots to make it "shiny"?) If you are, I suggest smoothing and blending out the color instead of just dabbing on splotches of color.
And one last thing--are you using black to shade? That's one thing I'd suggest not to do, unless you need something really dark. Use darker shades of the color you're shading--for example, darker yellows for the shirt. After that, I personally like going back and doing the darker areas with dark colors like blue or purple. I only use black if I need something
really dark. You'll see that it actually adds quite a bit of dynamic by using darker shades of colors instead of just black.
And... I suppose I can use my own piece as an example of that, something that I was going to post here anyway

So yeah, here I used dark blues for the darker parts of the clothes.
For their skin, I even used some purples. Dunno how easily you can tell, but yeah. xD
-ahem- Anyway, here's my finished Ursai piece. Fairly happy with how it turned out, though I'm not sure I'll be coloring with the same method again in the future.
Now I must attempt some more dynamic poses and not-lazy backgrounds. *sigh
