Which eeveelution should I get? Flareon? Vaporeon? Jolteon? Should I wait for a higher CP Eevee?

Go to the "IV Rater" and enter the information of your Eevee. The trickiest part of this is knowing exactly where along the CP ark your Eevee is, because being even one point off can make a big difference. If you are not sure where on the ark your Eevee lies, I recommend using a little stardust to power up your Eevee until the cost of powering it up increases. Then you know that your Pokemon lies on the point of the ark where the new cost of stardust starts.
When you reach the bottom and press the "Rate My Pokemon" button, you will be taken to a page that shows you three percentages. The middle percentage is the average one. If your Eevee has an average value of under 70%, do not evolve it. This means that it has poor IVs. If you were to evolve it to, let's say a Vaporeon, and max out it's CP, then there could be other trainers the same level as you also with maxed out Vaporeons, but their Vaporeon will have a higher CP than yours. Good IVs can make a difference of about 500 CP when the Pokemon is maxed out.
If your Eevee is over 90%, I highly recommend evolving it into a Vaporeon. Vaporeon for some reason seems to get the biggest CP boost when you evolve it, meaning you would get a super powerful Pokemon, especially if the Vaporeon has Water Gun as it's quick move.
Just remember that you can only force an Eeveelution once per type. If you force a Vaporeon now, you will not be able to do it again. This has been proven by thorough testing.
Lastly, keep in mind that a low CP pokemon you can always power up after grinding stardust, but you can't fix bad IVs. Don't bother spending stardust or candies on a Pokemon with poor IVs (unless your XP farming with Pidgeys and Rattatas or whatever).
