my not so evil plan :

first, you need to know littlestep was born in a group of rogues. they were always thirty for fights and killed entire clans to steal their territory. all cats were ruthless and bullies, runts were often killed unless they proved themselves useful. littlestep was born smaller than average, but the rogues' chief soon noticed her skills. she was got bullied only once as a kit, and i quote: "they stopped on the day i showed them how sharp were my claws." littlestep grew up to be a cold, ruthless, manipulative cat with a sharp tongue. her only litter-mate was completely different. he was calm, understanding and kind, weak to everyone's eyes. the chief gave him the rank of a healer, as that was his only use to everyone. he was called smoke, and littlestep was called...* drumroll * deadly whisper. her first name was whisper, since she was always quiet, plotting to murder the cats who annoyed her. she earned her full name when she became chief. recently, the now huge group of rogues have ate all of their territory's prey. being the confident and manipulative cat that she is, littlestep decided to infiltrate a clan, slowly take over and become leader. she will then send a signal to the rogue group to come and kill all of her clan-mates to have the territory to themselves.

Basically the same, except they trained the pretty she-cat to trick other toms to gain their trust then the group would kill them and take their territory. They had a "everyone for themselves" mentality. I also said that they were descended from Bloodclan
