The Premise:It's the year 2073. Human's have gotten colder and colder in relation to each other, to the point where such things as sympathy for strangers, donations to charity, basically looking out for anyone but yourself is unheard of within society. It's a reach for families to even harbor any sort of real love for each other, merely putting up with your relatives just to save face; just because it's some old school thought of what you're suppose to do. If you want to make it in such a world, you better not expect any help. Trusting in people? Such a notion is taboo. Trusting in other's position, the knowledge that they will do something to keep what they have? Reasonable. This system works. It's not practical, or even desirable, but it works, because people don't know what could be. What was.
Right up until the government- or what ever system of power is in action- decides it doesn't. Something about morals, perhaps because of politics, they decide they want society to go back to the 'good old days' when people realized everyone had a story, and they weren't the most important ones in the world. When people cared. Of course, their just as empathetic as the people they rule, so their ideas aren't exactly 'humane'. The government has the brilliant notion that to shape the nation, you have to go after the youth.
The Present:You are a registered civilian from the age of 13 to 19, drafted- which is a nice way of saying 'corralled'- into a strange white walled room; each filled with five or six other children around your age. It is then a mean looking group of adults come in, each toting guns. Military men, you guess. A slick looking suited man moseys to the front, wearing a much too wide smile. He not so politely informs you that the kids around you are your new family. You will talk to them, bond with them, and most importantly, survive with them. See, where you've been shipped to? It's a battle arena of sorts. Tomorrow morning, you will be released into the 'Dome', where you must survive not only the harsh weather, predators, and limited food source- but also hundreds of other 'families'. To win and go back home is as simple as being the last family standing. There are no rules- kill if you need to, bond with other families if you wish, but know this: only one family can win. If more than one family is left, which ever has less members still standing automatically loses. You lose, you are executed. His explanation done, he turns and strides out of the room, smile never leaving his face. Your new mission is set: trust no one but your family, and more importantly, survive.

It's a man around 28-30ish who begins to hear whispers - not necessarily words, sometimes just emotions, experiences. All very primitive and elemental - specifically water, even wind.
It would be something about him being called by the sea, maybe it's his fate.
To him the ocean is real, alive, and feminine.
At some point he goes out in a boat (or small ship, meh), his companions think he's a bit loony, and at that point he realises that pursuing this weirdness will result in his death, maybe even the deaths of his companions. He's.. strangely okay with it. Like it has to happen, it will happen, so why fight it?
And something about raising an empire from the bottom of the sea.
That's from the song, so it could be interpreted literally or otherwise. Could turn it into some prophecy, or uniting/reawakening mermaids, or something else entirely.
Perhaps he has some girlfriend/fiancee that's all worried about his new obsession and worries he's gone off the deep end.
I'm just not sure who the other person would play - the girlfriend is fine, but that might feel kind of limited, I don't know.. In my head it's really all about the guy, though we could tweak that.
Looking someone with some good writing. Doesn't have to be novels, but be creative in your descriptions I guess? Someone who isn't afraid to have their character show real emotion, not just be all shy and go along with everything and be super sweet all the time.
Also just looking for input, suggestions, plot ideas.
