Really it's not. It can be bred. No legendary, even if it has a gender, can breed in the games. Manaphy doesn't count either, since it can be bred, but with a ditto only and Phione cannot evolve into Manaphy, so it's not really a baby form like Rilou or Zoura.

Really, you can't get Zoura unless you do the limited special event so tecninectly it is one.

Really, you can't get Zoura unless you do the limited special event so tecninectly it is one.

Special event or not, you can't get lucario without getting the egg from an island that has nothing to do with the story line either. Doesn't mean he is a legendary. If you can breed it and evolve it, it is not a legendary by the terms what defines a legendary pokemon. x3

Actually, Manaphy is a ledgandary, but Phione isn't. Why'd you think they'd call it a ledgandary in one of the pokemon movies? x3

I know Manaphy is, I just ment that it didn't count in the rule where if you can breed it it's not a legendary, because it still is.
