IMO, it has to have a good reference/art or a really good design. Or, in rare cases, have a lot of high quality art. (As in it cost them 10$ and over.)
Does that make Pirate HQ?
He has over $15 in art work
& a really good reference xD
(But the reference is getting revamped so people can stop making mistakes :P)

What does a character need in order to be considered HQ?
HQ has no set definition for characters, but it usually consists of one or more of these things;
-Nice design
-Nice looking art/ref
-Made by a famous artist/designer, ie. TWG90, Lock, Pirit on CS, Colonel, Artsy, Soteria on FP
-Sometimes amount of art, but I don't personally consider that as part of it

What does a character need in order to be considered HQ?
The design itself; how much thought was put into it? Is the design itself solid and visually appealing?
The amount of art a character has means nothing imo. It doesn't matter if your character has 2348112983 pieces of art attached to it; if it's not well-designed, it's not high quality.
Nice ref art helps too, but if the design sucks then ref art means nothing
Larkspur, I don't think the popularity of the designer matters at all. If it did none of my characters are high quality at all because I'm not a popular deisgner, and I consider my characters to be pretty high quality ): I hope I don't sound pompous or anything but my characters took time to design and develop and I personally think that they're decent.
Also a popular designer could slap together a design in like 5 minutes and sell it. That wouldn't make it HQ automatically, would it?

What is your ultimate dream character? Do you think you will ever have chance to get it?
i'm not sure if she still owns him or not, but it was Kessler's Ignatius. i tried before and didn't get him sooo
What does a character need in order to be considered HQ?
i think it just depends on the design.
you could have a purple dog with one neon pink spot on its back with lots of art and a nice reference, but i still wouldn't count it as high quality.
Do you know all of your characters by name? Minus the unnamed. If not, how many do you think you know by name?
pretty sure i do.

Of course popularity isn't everything, and you certainly don't have to be famous to have HQ work. What I mean is that if it's by a popular designer/artist it usually will have more of a demand to it and I tend to stick designs by popular artists into the HQ category. I remember when Lock was really popular on here, everyone wanted one of her designs and would pay out the nose for it, kinda like some of the CS pets. Demand has a big role in the sale/trade of nearly everything and even if they don't necessarily like the design there are plenty of people who will get it just to say they have a character by so and so.
