Let me clarify the idea of the Color dragons.
One is red, one is blue, one is yellow, etc.
They will not have different colors, only different shades. There will be no blue on the red dragon, and the same goes for the other colors. However, the eye colors could be different ouo

What if somebody is from like Timbuktu or something and demands that their country is made?
It's the reason that CS doesn't do pets based on the cluntries any more. Africa alone would be 50+ countries/dragons/whatever
