The censor only prevents inputs in which exactly match the keyword. However, previously, when trying to trade a Pokémon on the GTS, the keyword only had to be contained in the name. This caused problems with Pokémon whose names contained the keyword, such as Cofagrigus, preventing them from being traded without nicknames, so the filter was eventually removed. However, the filter still prevents some Pokémon from being traded, such as Nosepass.

In other words, you can't name a Pokemon the f word, but if the Pokemon's name contains the word, it can't be traded over the GTS, such as Cofagrigus having an inappropriate word in the species name

We're both right, in a way, the Pokemon can be sent to any region's game, but it's an infrared gift that must be obtained in Japan, in other words, you have to be willing to fly all the way to Japan to get these Pokemon

Hey I'm getting Pokemon X tomorrow (A little late XD) and I was wondering if anyone could give me some tips? I'm a little noob when it comes to the newer generations.

Don't do a Nuzlocke until you get the hang of the game, the game is not exactly easy, also, make sure to choose variety when forming a team. Certain Pokemon, of the same species, are harder to find than others, mainly the different types of Flabebe, the White Flower being the rarest with a 1% encounter rate. Anyway, that's the most advice I can give. Also, if you have a Grass type, don't use it against the second Gym Leader's first Pokemon, it is a Rock/Ice type with one Ice type move, albeit a week one, but it makes up for that by using it's ability to turn Take Down into an Ice type move
