I like them both!
Preset relationships and preset personalities (as long as they aren't super detailed) allow you to get a lot of the settling into the character relationships out of the way. I like having to make a character, say: "A boy who isn't too bright, but is very kind and considerate." As long as I've got the freedom to work around that, I'm happy. The one thing I do not like is preset personalities that are generic. Either give me something unusual to work with, or let me come up with my own, because I'm not playing: 'A pretty girl who is oh so shy and sweet who likes to read and ride horses'.
And then the ones with open relationships and personalities? Those are fun too. That's where I bring out my absolutely crazy and atypical characters.
My favorite kind, usually, are ones that have roles and suggested relationships. Leader, medic or popular, shy, etc. That way, you can settle into a character dynamic quickly enough, but you don't have to be confine yourself exactly to the personality type.
