Artists are just allowed to make Plumerian designs, anyone in the community or CS in general is allowed to draw them (whether you want to advertise commissions or take requests, just make sure you have permission) as well as post on the Fanclub!
Just be sure to reply to someone else's' post, and you'll be ready to go.
