Uhh in terms of care, mainly just treat it as any other succulent? Make sure it gets tons of sunlight as PVNs tend to easily grow leggy. Plus, sunlight keeps the color nice and purple.

so many new plants the last couple days... Not including offsets (my sempervivum alone have a total of like, 30+), I currently own ~40? succulents/cacti! And then I also have my other plants (hoya, snake plant, one air plant, two rooting zanzibar cuttings). :'D

The exact same thing actually happened to one of mine; PVNs tend to get very top heavy and leggy, so they can snap pretty easily.
My boy is currently growing roots now! I highly suggest water propagating -- I tried to root my boy in soil, but after around a month of nothing, I got worried and figured I wouldn't lose anything to try out water rooting (my first time trying it!). Within two days, he had started growing roots, and now I think he'll be ready to repot soon (I'll leave him there for just another week or two). I can give you some details through PM's if you'd like? c:
Whether you do water propagation or if you do it through soil, make sure that you remove some of the bottom leaves and make sure they're covered (submerged in water or under the soil), as that's where the roots grow from.
As for the stem, mine hasn't shown any indication of rot/dying, but no new shoots have grown in the past 1-2 months. ://
Might be because I wasn't able to keep any leaves attached to photosynthesize though! I'll keep watering it normally and see how it goes.

I use tap water for my succs/cacti, and haven't had any problems! If your plants are in a display, especially if there aren't drainage holes, I'd highly suggest adding activated charcoal/carbon (natural/no additives/no flavors, you can find it at pet stores) to eliminate bacteria and other unwanted stuff in the unfiltered water. c:
I live in my country's biggest city, next to its most polluted lake, so unfortunately rainwater isn't an option for me! :P
