I think it's because no one could imagine Cresselia as a male.

I've always thought of Eeevee, Leafeon, Espeon, Umbreon, Glaceon, Flareon, and Vaporeon as females. I've always imagined Jolteon to be the only male, and having to be the boss and the "big brother" type of guy.

Well, of course there are genders, but those are just how I imagined them. It's like with Sunflora, as I've always imagined her as a girl, but it's pretty much a 50-50 chance.
