Are we allowed to use stock images if they are free to do the art or does it have to be done from scratch?

I think also that using a stock photo would be sort of like using a free lineart: even if it's coloured in by the person trying for the character, it isn't 100% their own art. Out of curiosity, Wendigo, in case the question comes up later, what if someone used their own photo rather than stock? I'm going to say no. Not because I'm not a fan of photomanipulations, but I don't feel like a stock photo can depict the character the best.
