Seeing that the show takes place in Steven's point of view, it may be possible that we switched to Garnet's view once Ruby and Sapphire arrived on Earth. I don't really know why, or even if this was the artist's intent, but it would explain why this happened, as Steven was assuming the appearance of everyone/everything in the story, at least in the first half. It's also possible that Ruby got poofed when her and Sapphire fell to Earth, and she changed her appearance when she regenerated. Even if this were true, it wouldn't explain why Rose's skin was pink. In the end though, this was most likely a simple error, or even lighting.
