LOL NO, being mindwiped by Time Lords has absolutely nothing to do with Rose at all. It's happened to companions before, to Jamie and Zoe, and it was heartbreaking then and was heartbreaking when it happened to Donna. It was overly dramatic, and it was unfair, but it is not the first time, and it's no more overly dramatic than Doomsday (though the beauty of that was botched a bit when she came back :C).
Donna was rude, yes, and abrasive and aggressive, but it was a defence mechanism to hide her insecurities. And I'm not sure where you're getting self-centred from...this is the woman who forced the Doctor to just save someone in Pompeii, was horrified at the enslavement of the Ood and wanted to listen to their song to understand them, made the Doctor understand and accept his clonething daughter, was Martha's buddy immediately instead of bickering like Rose had with Sarah Jane, sacrificed everything for her family when the world went to crap and then went to her death to fix it. She was there when the Doctor was upset after losing River and she was there after his trauma with the Midnight entity. She was the best friend ever.
I guess you can read her as self-centred at a very superficial level, because she does put on a big show of self-confidence, but if you get under those layers she is one of the most selfless companions we've had in new!Who.
That said, you're within your rights to dislike her. I just have a lot of Donna Noble feelings (especially since I hated her on first watch of The Runaway Bride).
