Well, my memory is a bit foggy on how you raise their happiness, but you can leave them in your party for a long time, or feed berries to raise happiness. There's a NPC in Kanto (Don't quote me on this) I think that'll check the happiness level for you. I forget her name, but it's a Vulpix.

That means you should probably feed her berries, or get other people to feed her. I would, but I don't have any. ^^

Yep, my Golbat evolved around that level as well.
