You can find bases that work with MS paint on deviant art and then save each slide and format it online somewhere?

I'm not sure, I use Photoshop for those things. Maybe you can do it in GIMP? I don't really know, but if you had the frames and everything and just needed them put together into an animation/gif, I could do that part for you. ;-;
