Your CP pretty much only reflects the current level of your Pokemon...
You can have a high level 0% pokemon with 800 CP or a low level 100% perfect one with just 500 CP. The latter is obviously better, but you need more candy & stardust to level it up.

I don't look at CP at all, because I don't play PVP. If you do, you have to keep in mind that the different leagues have a CP cap.
And there are different IV sets that are good for PVP, for example 0/15/15 instead of 15/15/15 in appraisals.
