He made it so that people can't view the shelter in more than 1 tab, aka, multitabbing. People were using it to be able to view 90+ eggs or Pokemon at once, therefore snatching up all the eggs/Pokemon they needed. You can read more about it in the discussions thread. :3 It's kind of confusing, and I'm probably not the best person to explain it. >.<

Oh, okay! No wonder Unown eggs started popping out again xD
