I'll be happy to do a redline for you tomorrow but just a few things for now:
First of all, the body is going to have to be a lot thicker, just think, the body has to hold all the internal organs as well as all those thick muscles for moving through the water. While there are animals with quite thin bodies who move just fine (Snakes for example) horse anatomy especially is going to require a lot more bulk and therefore a lot more muscle.
The second thing is the fins and tail with a similar problem to the body, they're just too thin. Aquatic creatures use these (not so much the fins but the tail) to propel themselves through the water. The way it does this efficiently is by having a large surface area (depending on the muscle to surface area ratio I believe? I'm certainly not an expert by any means so stop me if this isn't making sense.) and an animal that big and bulky is going to require a much thicker tail fin to propel it efficiently through the water.
To sum this up, I would highly recommend finding some horse anatomy tutorials for the head, neck and possibly chest while looking at dolphin anatomy for the rest of the body. Even just watching videos of Dolphins would be a great help, watch how they move, how they use their body and pay attention to the strong muscles they use to generate enough power for the speed they require.
Hope this helped!

just curious, but what happened to "* When posting your own art, you mustn't forget about other people's art! Everyone deserves the same amount of feedback. If there is a drawing within 10 posts of your own then you must give the artist feedback before posting your own art. Not all feedback needs to be critique, you may just as well post something nice about the artwork!"

I was thinking the same thing, but decided not to say anything . :,D
The whole point of this is to give and get feedback, not just get.
