They're not exactly the same. Different pokemon appear and they differ in different ways. o3o Nintendo just does that now.

Don't know. People have different opinions. I like Soul Silver better though, mainly because I prefer Lugia over Ho-oh and you get groudon.

In my opinion it's just a stupid marketing method to get you to spend more money on their items. >.> They put certain Pokemon in one so you can't get them in the other. Then you realize you love too many in the Pokemon in both and just have to buy both of them.
