if you can't wait and really want a character that will be gone before the four weeks are over, then you can PM Wendigo or Atwood, show proof and request another slot.

That would defeat the purpose of the first option if you could just ask for a slot when you want a character.

The four week waiting period means you can't adopt during those four weeks. At all. Even if you see the character of your dreams, you still have to wait.

Both means you have to wait those four weeks, then after those four weeks are over you can ask for another slot.
