Just caught a 839 Scyther!
Tip! Catch EVERYTHING you find. Use a lucky egg and evolve all those pidgeys and rattata, and anything else you have! Also, it's helpful to be at a lured pokestop as well, in case anything comes by while you're using the egg.

Note: I wouldn't use an incense during the process, everything just seems to run away, at least for me,

It depends on where you live. Typically I find Eevees in really urban areas like shopping districts. Vulpix are super hit or miss. I have yet to find a reliable spot for them, only found like three at work.
