Whenever you "delete" a program, it really isn't gone. You have to unintall it. You can opening the start menu and clicking "computer" From there, there should be a button at the top that says "uninstall or change a program" Use that to remove any program that you don't recognize, they are most likely hijacker programs.
You can also go into your internet settings and start rooting through that, but that takes a bit more computer knowledge, and is too long of an explanation for a CS comment . ..
