Bendy does have a physical form. When the door to the ink machine is boarded up you see Bendy, and you see him approaching you at the end of Chapter 1

I want to know why someone would bring Bendy and Boris to life and who the creator is and what they lied about

My theory is that the ink machine can bring cartoons to life, joey used it for Boris. so that explains Boris. And when you turn it on at the end of chapter one it brings bendy to life
