I JUST HAD A RANDOM, NOT THAT COOL IDEA THAT MAY WORK.
Maybe we sort of make this like a game, where you have to do something (of your choice, m'deputy,) to 'level up', almost. You know, like a medicine cat, medicine apprentice, etc. and the more points or levels or whatever you have, the higher in rank you are, outside of deputy, leader, and the medics...
I dunno. I only thought up the base idea and nothing out of it. xD Thorn out.
