Pass trafficking is still against the rules, no matter who does it. In addition to purchasing a pass with their reserve, non-pass buyers can also kill 10 pass horses every 30 days. If they simply save up, they'll have plenty of passes in no time.

Unfortunately it's not a new rule, it's been in the GUC for at least as long as I've been on Howrse, which is a couple of years (with rather large breaks in between).
