I have a question (i might change my tier) if i sign up for rare plus will i be guaranteed to receive that or is it all random?

You will be gifting and receiving from whatever tier you choose so if you sign up for rare plus, you should receive at least 1 rare in your gift and you are expected to gift at least one rare
