When you use the Poke Radar, you will see a patch of grass shaking. Walk into the grass and find a Pokemon. Simple.
Chaining is finding the same Pokemon over and over again with the Poke Radar, and it increases the chances of finding a shiny.

Chain fishing is using the same principle. You fish in the same spot without missing a catch and when you hit a streak of 40, the chance of finding a shiny is 0.5%. Or so I've been told.

After you beat the Elite Four, you can go to the second floor of the Pokemon Lab and speak to the guy on the right near the big computer thing. He'll give it to you and ask you to find a Pokemon for him. You can if you want, but it isn't necessary.
After that, you can go into your KEY ITEMS pocket and use it there, or equip it with Y.

Mind you, that is for X/Y, so if anyone is reading this for other games, I'd help if I could. XD
