^^ For a second I was going to ask if that was Moriarty from Sherlock even though I don't watch Sherlock then I realised I think the guy was holding the sonic screwdriver. I honestly only watched two-three episodes of Doctor Who and only managed to finish the two out of three of them. So, very sorry if that isn't from either show. X.X

Yep, I do have a lot to learn about Doctor Who, XD.
I don't watch it much, only like 2 episodes or something...
Two of them had The Eleventh Doctor, Amy Pond and Rory WIlliams.
The other one I didn't finish was the Robin Hood episode with The Eleventh Doctor and Clara something.
