for me, the maximum limit would be 400-500 BUT that would only be for me personally

um well if you consider all the unused adopts and retired characters and everything, probably around 30-40? but i only have around 15 active characters, and since it's not that many, it's pretty easy to take care of them, be it by drawing art myself or ordering it hhh
i think everyone has to set their own limit, for me it'd be about 30 bc after that it becomes super hard for me to treat them all the same heh
