1. Yes they can. I don't see why not. There's also not a specific rule against it.
2. So have I. I've also seen terrible drawings being featured. This is original and I like it. There's no reason why it shouldn't be featured.
3. I bet you have. But that gives you no right to go around posting on featured's that you think don't deserve the position. Seriously just stop it.
4. Thanks a bunch for ranting and venting on this poor girl's artwork. She never asked for critisism. Just stop using other's beautiful artwork to vent about your artwork being left unnoticed, mmkay?
